The City of Carthage has access to birth certificates if the person was born in Texas via online access to the State's computer. Death must have occurred in the city limits of Carthage for us to be able to issue a death certificate. Deaths which occurred outside the Carthage city limits must be issued through the Panola County Clerk's Office. The cost for a birth certificate is $23.00. A death certificate costs $21.00 for the first one and $4.00 for each additional copy. The Texas Country Music Hall of Fame announced Clint Black as the 2016 inductee, according to Tommie Ritter Smith, President of the TCMHOF. Clint and his band performed at this year’s ceremony held at the Carthage Civic Center on August 13, 2016. Also performing was Barbara Fairchild, Billy Dean, Dallas Wayne, Holly Tucker, and the Texas Country Music Hall of Fame Band. Returning as performer and special guest emcee was Hall of Fame friend, Neal McCoy.
The Panola County Chamber of Commerce celebrated its 70th year with the annual banquet held on Thursday, March 3, 2016 at the Texas Country Music Hall of Fame. Awards presented at the banquet included: Citizen of the Year--Bev Brown, Employee of the Year--Janice Gates (Winkler Place), Main Street Shining Stars--Jerry and Wanda Hanszen, and Ambassador of the Year--Carthage ISD Administrative Team. Featured entertainment was the Barbara Fairchild Show from Branson, Missouri.
